"In war, the most important thing is obtaining a satisfactory number of your objectives at minimum cost.  This can be achieved without victory.  Indeed, the defeated often profit more from a war, or prosper better after it, than the victors."

I like watching them (whoever they are at the moment) re-define "victory" to match whatever the outcome actually has been.

Well, unless there hasn't actually been an outcome to brag about or hide from. (Which was why Bush's "Mission Accomplished" moment was so awful.)
